Plenum for the University Polytechnic Education was held at the Polytechnical University

Representatives of 17 universities of St. Petersburg and 16 regional universities, members of Educational and Methodical Association of universities of Russia for the University Polytechnic Education (EMA) met at a plenary meeting of the Association, held in Saint Petersburg State Polytechnical University (SPbSPU) on the 14 – 15 of October.

Bauman, Moscow Physical-Technical Institute, Omsk State Technical University, Novosibirsk State University of Economics and Management, Saratov State Technical University, Arzamas State Polytechnic Institute, Kaliningrad State Technical University and others.

 

 

The Polytechnical University was represented at the plenary session by the Co-chairman of the Council of Association (EMA) for university polytechnic education, the Rector of the Polytechnical University, RAS Corresponding Member M.P. Fedorov, President of the SPbSPU, RAS Academician  Yu.S. Vasilyev, Deputy Chairman of the Council of EMA of university polytechnic education, V.N. Kozlov, Vice-Rector V.V. Glukhov, Chairmen of Teaching Councils of the EMA V.A. Palmov, I.L. Tukkel, A.E. Fotiadi, Director of the Instructional Center of the EMA P.I. Romanov, scientific secretary of the EMA V.I. Nikiforov, representatives of faculties and departments, leading scholars of the university.

 

 

Participants of the Plenary session in the Hall of the meetings of the Scientific Council of the SPbSPU Participants of the Plenary session discussed the current problems of transition of Russian universities in the level system of education and the federal state educational standards of higher professional education according to training programs for bachelors, masters, specialists, which is planned by Russian Ministry of Education and Science since 2011. The most important innovation of the new educational system will be the transition to the adopted in European educational community: a competence model of education, assessment of student learning complexity in credit units, expansion of academic freedom of universities, as well as the right to select content and teaching technologies to students and teachers.

 

 

Speaking at the plenary, Rector of the SPbSPU, M.P. Fedorov, in particular, said that the most important result of the introduction of the level system of higher education should be the improvement of the quality of training of the professionals, graduates of the high school, bringing their level of competence in solving professional tasks in line with the level of economic development and demands of consumers, ensuring convertibility of Russian documents on higher education with the documents of the European countries.

 

 

Vice Chairman of the Council of the EMA, V.N. Kozlov said in his speech that the Plenum was discussing one of the most important aspects of the implementation of the concept of long-term social-economic development of Russia until 2020, providing the transition of higher professional education in the level system of education and the federal state educational standards of the new generation.

 

 

In the plenary reports of the chairmen of training boards and commissions were reviewed the outcome of work of the universities member of the EMA, conducted in accordance with the task of Ministry of Education and Science to develop documentation for core educational programs based on the new federal state educational standards for higher professional education.

 

 

As a part of the Plenary program there were held the meetings of teaching methodological councils and educational commissions in the areas of training such as: "Technical Physics", "Applied Mechanics", "System Analysis and Management", "Innovation", "Tecnological Machines and Equipment", "Technospheric Security". At the meetings, there were discussed and recommended for consideration in the Russian Ministry of Education and Science the sets of educational documents recommended by the Training methodical association (of the basic educational programs), which determine the content and technology courses in six major educational programs for bachelors and masters. Among these, some basic educational programs in the areas of training such as "Technical Physics", "Applied Mechanics", "System analysis and management".

The Plenum approved the work of the St. Petersburg State Polytechnic University – a basic institution of the EMA – in introducing a new system of higher professional education, decided to send a sample of developed basic educational programs for approval by the Russian Ministry of Education and Science to ensure the provision to the universities of the regulatory program documentation, needed to develop a working high school documentation and place it on the website of the EMA SPbSPU.
